In accordance with the Law on Organization of Local Government, the Law on Supervisory Activities of the National Assembly and People's Councils, and Resolution No. 594 dated September 12, 2022, the Standing Committee of the Hanoi People's Council held an explanatory session on the morning of June 4 to review the management, investment, renovation, upgrading, and construction of parks and flower gardens across the city.
Attending the session were Nguyen Ngoc Tuan, Deputy Secretary of the Hanoi Party Committee, Chairman of the Hanoi People’s Council, and Deputy Head of Hanoi’s National Assembly Delegation; Duong Duc Tuan, Member of the Standing Committee of the Hanoi Party Committee and Vice Chairman of the Hanoi People’s Committee; Pham Qui Tien, Member of the Hanoi Party Committee and Vice Chairman of the Hanoi People’s Council; and Pham Thi Thanh Mai, Member of the Hanoi Party Committee and Full-time Deputy Head of the city’s National Assembly Delegation.

Also in attendance were members of the Standing Committee of the Hanoi People’s Council, the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi, leaders of Hanoi’s National Assembly Delegation and the People’s Council; representatives from the Council’s committees; leaders of the Hanoi Party Committee and the offices of the Party Committee and People’s Committee; directors of municipal departments, boards, and branches; as well as chairpersons of district and county People’s Committees.
In his opening remarks at the session, Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan emphasized that explanatory sessions are a regular supervisory mechanism of the Standing Committee of the Hanoi People’s Council, as prescribed by law and guided by the National Assembly Standing Committee. These sessions are also part of Project No. 15 of the Hanoi Party Committee’s Standing Committee and have received strong public attention.
Through these sessions, the Standing Committee, the Hanoi People’s Committee, and relevant agencies report on results achieved, identify shortcomings and challenges, clarify causes and responsibilities, and propose roadmaps and solutions to improve the quality and effectiveness of state management across various sectors.
Based on the 2025 work program and recommendations from the committees of the Hanoi People’s Council and its deputies, the Standing Committee of the Council selected “The management, investment, renovation, upgrading, and new construction of parks and flower gardens in Hanoi” as the topic for the explanatory session.
“This is a highly important issue,” said Chairman of the Hanoi People’s Council Nguyen Ngoc Tuan. “The session is not being held due to shortcomings, but in accordance with the law and Project No. 15 of the Hanoi Party Committee's Standing Committee, which stipulates that explanatory sessions serve as a platform for state agencies to report on and clarify the implementation of their responsibilities."
In recent times, Tuan said efforts to improve parks and flower gardens have made notable progress and garnered strong public interest. The Standing Committee of the Hanoi Party Committee, its Secretary, and relevant authorities at all levels are paying close attention to this work.

In recent years, Hanoi has intensified efforts to invest in, renovate, and upgrade its parks and flower gardens under Program No. 03-CTr/TU of the Hanoi Party Committee on “Urban embellishment, urban development, and urban economy for the 2021–2025 period,” achieving notable progress.
Numerous projects have been completed or substantially finished, including Hoang Dieu and Le Truc flower gardens, and the Truc Bach Lake landscape upgrade in Ba Dinh District; Dien Hong and Tao Dan flower gardens in Hoan Kiem District; Pasteur and Yec-Xanh flower gardens, and Thien Quang Lake in Hai Ba Trung District; Xa Dan and Hoang Cau lakes in Dong Da District; Lam Ha and Ngoc Thuy parks in Long Bien District; Astronomy Park in Ha Dong District; and CV1, Phung Khoang, and Mai Dich parks in Cau Giay and Nam Tu Liem districts.
Major upgrades to parks such as Thong Nhat and Vo Thi Sau are underway, with improvements like fence removal and landscape enhancements. These efforts have also extended to many other districts and towns, significantly expanding public green space and enhancing the urban environment. The initiative has gained widespread support and participation from local authorities and communities, with the Department of Construction playing a central coordinating role. The overall impact is the creation of cleaner, greener, and more livable public spaces—an outcome that is both meaningful and practical. This progress underpins the rationale for selecting the topic for the current explanatory session.
According to the report of the Hanoi People's Committee, under Program No. 03 of the City Party Committee, the target for the 2021–2025 period is that the city needs to invest in, construct, renovate, and upgrade 50 parks and flower gardens. Up to now, 70 projects (including 10 parks and 60 flower gardens) have been completed, reaching 140% of the target for the entire term.
The city continues to accelerate the implementation of 11 projects and remove obstacles and difficulties to implement 04 other projects. In addition, districts and towns have reviewed and registered to implement 199 parks and flower gardens in their areas. Thus, the total number of parks and flower gardens that have been and will be built, renovated, and upgraded in the 2021–2025 period and the following years in the City is expected to be around 284.
Besides the achieved results, through the review of Program No. 03 of the City Party Committee, the report of the City People's Committee, and the supervision of the Committees of the People's Council, it shows that the management, investment, renovation, upgrading, and new construction of parks and flower gardens in the City still face several limitations, inadequacies, obstacles, and difficulties such as: planning work, planning management, investment, site clearance, mechanisms, policies to encourage investment, post-investment management and exploitation work...
"These contents need to be reported and explained to clearly determine the causes, responsibilities, and propose a comprehensive, drastic, and effective roadmap and solutions to accelerate the progress in the near future," emphasized Chairman of the Hanoi People's Council Nguyen Ngoc Tuan.
To ensure the explanation session is substantive and effective, Tuan requested that delegates present their explanation requests briefly, focusing on clarifying the contents, requirements, and units that need to explain as per the Plan of the Standing Committee of the Hanoi People's Council.
For individuals and units required to explain: they must report, explain, and clarify the issues requested by the Standing Committee of the City People's Council and raised by the People's Council delegates. The reports must be concise, focused, and straight to the point, focusing on clarifying the causes, responsibilities, remediation roadmap, and proposed solutions and recommendations in the coming time.
Looking ahead, as Hanoi transitions to a two-tier local government model, the city will need practical and effective solutions to swiftly address obstacles, accelerate progress, and enhance the quality of management, investment, renovation, and construction of parks and flower gardens. These efforts aim to meet both the city's development goals and the expectations of voters and residents.
Based on the content of the session and the reports and explanations of the City People's Committee, departments, districts; the Standing Committee of the City People's Council will issue the session conclusion along with an appendix of requirements and progress commitments as a basis for the units to implement and for the Committees of the City People's Council to continue monitoring and supervising the implementation.
