Hanoi organizes training for state secret protection in administrative units' rearrangement

On June 20, the Hanoi People’s Committee held a training conference to enhance awareness and compliance with legal regulations on the protection of state secrets, cybersecurity, information security, and clerical and archival management.

The conference aimed to prepare Party and government agencies for the upcoming administrative streamlining process and was connected online to 126 commune- and ward-level locations across the city, ensuring broad participation and coordinated implementation at the grassroots level.

Speaking at the June 20 training conference, Colonel Nguyen Thanh Long, Deputy Director of the Hanoi City Police and representative of the Standing Agency of the Hanoi Steering Committee for the Protection of State Secrets, emphasized the critical importance of safeguarding state secrets, ensuring cybersecurity and information security, and managing clerical and archival work—especially amid ongoing organizational streamlining.

He noted that the Hanoi authorities have placed strong focus on these areas while implementing streamlining policies and have directly tasked the Hanoi Police Department with organizing the citywide training. Colonel Long warned that the consequences of leaking state secrets or compromising information security are serious and increasingly complex, underscoring the need for strict compliance and heightened vigilance across all Party and government agencies.

Overview of the conference. 

The training conference delivered core content through four thematic presentations. These included:

The first topic, presented by a speaker from the Department of Cybersecurity and High-Tech Crime Prevention under the Ministry of Public Security, addressed risks, challenges, and solutions for ensuring cybersecurity, information safety, and the protection of state secrets in cyberspace during the streamlining process in Hanoi.

The second topic, presented by a speaker from the Department of Internal Political Security under the Ministry of Public Security, provided guidance on procedures and legal knowledge related to the protection of state secrets, with a focus on activities associated with administrative streamlining.

The third topic, presented by a speaker from the City Historical Archives Center (Department of Home Affairs), focused on additional knowledge and key points regarding clerical and archival work, including the transfer, transportation, and protection of professional documents in service of streamlining state administrative agencies.

The fourth topic, presented by a representative from the City Public Administration Service Center, addressed key issues related to digital document adjustment and shared digitalization software, as well as information security during the use of public services by government officials and civil servants.

At the conference, the speakers analyzed and clarified legal regulations in the areas of state secret protection, cybersecurity, and information safety. They also outlined various risks and methods by which state secrets could be leaked, security and safety compromised, and vulnerabilities such as malicious code exploited.

Overview of the conference. 

The June 20 conference served to enhance the awareness and understanding of officials, civil servants, and staff across Hanoi’s Party and government agencies regarding the risks of state secret leaks and information security breaches.

Colonel Nguyen Thanh Long, Deputy Director of the Hanoi City Police, emphasized that these are pressing issues in the current context. He noted that the conference aimed to foster a unified sense of responsibility, promote compliance with regulations, and propose concrete solutions to strengthen internal discipline and prevent violations.

In addition to raising awareness, the conference also equipped participants with fundamental skills to identify threats and effectively handle incidents related to the leakage of state secrets and breaches of cybersecurity and information safety.
