Construction work began on the social housing project at plot No1 Ha Dinh, Ha Dinh urban area, Tan Trieu commune, Thanh Tri district, Hanoi on December 5.
The project was developed by the joint venture of UDIC Infrastructure Development Investment Corporation, Hanoi Electrical and Water Equipment Construction Joint Stock Company, and DAC Hanoi Housing Development and Trading Joint Stock Company.

Developing social housing has always been a key task in Hanoi's strategy for sustainable urban development. With a high sense of responsibility and determination, the city has been systematically implementing various programs and projects to realize the "Investment in constructing at least one million social housing units for low-income individuals and industrial park recognition for the 2021-2030 period," approved by the Prime Minister in Decision No. 338/QD-TTg on April 3, 2023. This is aligned with the implementation of Program No. 03-CTr/TU of the Hanoi Party Committee on "Urban renovation, urban development, and urban economy for the 2021-2025 period."
According to the investor consortium, the social housing project is part of their commitment to carrying out the one million social housing units plan, the Hanoi Party Committee's Program No. 03-CTr/TU on urban renovation, urban development, and urban economy for 2021-2025, and the city's housing development program for the 2021-2030 period.
The project is located on a 9,305m² plot in the Ha Dinh urban area, a rapidly urbanizing zone in the southern development plan of the city. According to the 1/500 master plan, the social housing project will be a 25-story building, with 5 floors of podium, 20 floors of apartments, and 1 underground level. The building will cover a construction area of 3,722m², with a total floor area of 62,550m², consisting of 440 apartments and a population capacity of 1,230 people.
The project is expected to be completed within 30 months. UDIC, with its expertise and experience in executing major projects, will handle the main construction work.
Of the 440 apartments, 110 will be for rent or rent-to-own (covering 7,712m², approximately 30% of the social housing area); 255 will be for sale (covering 17,994m², about 70% of the housing area); and 75 will be for commercial use (covering 6,426.4m², around 20% of the total housing area).
According to the Hanoi Department of Construction, there are currently 69 social housing projects in progress. Of these, 19 projects are expected to be completed between 2021 and 2025, providing approximately 0.952 million square meters of floor space and around 15,440 apartments.
For the 2026-2030 period, 50 more projects will be launched, covering about 3.21 million square meters of floor area, equivalent to 57,170 apartments. The city is currently reviewing investment proposals and preparing to tender for developers for 4 of the 5 concentrated social housing areas in Dong Anh and Gia Lam districts, covering over 200 hectares of land and nearly 1 million square meters of floor area, equivalent to more than 12,000 social housing units.
