Hanoi People's Council holds effective discussion session

After a focused, serious, democratic, and highly responsible working session in the morning, the Hanoi People's Council successfully concluded its question-and-answer session during the 25th meeting of its 16th term.

In his closing remarks, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that the session was highly effective, conducted in a constructive and candid manner, and, most importantly, resulted in clearly defined roadmaps and concrete solutions. 

This approach reflects the guidance of the Standing Committee of the City Party Committee, the Executive Committee of the Party Committee, and the Secretary of the Hanoi Party Committee.

Delegates of the People's Council concentrated their questions on two main groups of issues:

First, they revisited the implementation of Resolution No. 65, dated December 12, 2024, issued by the Hanoi People's Council, concerning deadlines for executing issues previously raised during question sessions.

Second, they examined the implementation of regulations related to food safety across the city.

During the session, there were 26 rounds of questioning and debates. Specifically, there were 21 rounds of direct questioning and 5 rounds of debate to clarify key issues. Delegates actively participated, posed well-thought-out questions, and proposed meaningful and practical solutions for the upcoming period.

Four Vice Chairpersons of the Hanoi People's Committee, along with nine directors from relevant departments, agencies, and units, participated in the session to report, explain, and address questions falling under their authority. 

The questions posed by delegates focused on outstanding issues and areas of concern, with an emphasis on identifying root causes and assigning responsibility to develop effective remedies. These issues are currently receiving leadership attention and management focus from the city and are consistent with the concerns and expectations of voters and the general public. 

The way in which the delegates conducted their questioning—concise, clear, and directly aligned with the session's focus—demonstrated a strong grasp of current affairs and a spirit of responsibility, frankness, and constructive dialogue.

The questions raised by the delegates not only highlighted the oversight role, responsibilities, and rights of the People's Council, but also reflected their commitment to working collaboratively with the Hanoi People's Committee in directing, managing, and executing the city's shared objectives.

The Vice Chairpersons of the People's Committee and the heads of departments who responded to the questions did so with a high sense of responsibility. They were well-informed, responded directly and thoroughly to the issues raised, did not evade questions, and provided detailed explanations and corrective measures. Their commitment underscored their determination to make meaningful improvements in the near future.

The Hanoi People's Council recognized and highly appreciated the serious, accountable, and receptive attitude of the People's Committee, its leadership, and heads of departments in addressing questions and following through on the commitments made to the Council, voters, and the people of the capital. 

Chairman Tuan emphasized that the session had clearly demonstrated that the issues selected for questioning and re-questioning were both appropriate and timely, aligning with the city's current development needs and realities.

Regarding the issues related to public asset management and the progress of ongoing projects that were re-addressed during the session, the Chairman called on the People's Committee to take the lead in accelerating progress and ensuring the highest quality of outcomes.

Concerning the enforcement of food safety regulations across the city, the reports submitted by the People's Committee, the supervisory report from the Standing Committee of the People's Council, and the results of today's session made clear that food safety is a critically important and urgent matter.

It is a major concern for voters and the public and has been firmly placed on the city's agenda. As General Secretary To Lam previously emphasized, "The capital cannot afford to lose control over food safety, as it affects the reputation of the capital, the health of the people, and the overall quality of urban life."

The People's Council called upon the People's Committee and all levels and sectors of government to fully and seriously implement the directives from the central government and the Hanoi Party Committee, as well as the feedback and recommendations from voters and delegates of the People's Council, regarding food safety. 

The Council urged reforms in management models, organizational structures, and policy mechanisms to improve the effectiveness of state oversight. It also stressed the importance of regular inspections, strict enforcement, and firm penalties for violations in order to enhance legal compliance and safeguard public health and quality of life.

Tuan also highlighted the importance of public awareness campaigns about legal compliance. He noted that these efforts must extend beyond government agencies and include the political system, businesses, and citizens alike, so that all stakeholders work together to improve the quality of life for residents.

As for the specific outcomes of the question-and-answer session, the Chairman of the meeting and the Standing Committee of the People's Council will consolidate the results and present them for adoption in a Resolution on the questioning session, which will be approved during the final session of the meeting scheduled for tomorrow morning.
