The Resolution outlines special support policies that include funding for training and capacity building for business consultants; in-depth consulting services for SMEs; and support for the establishment of innovative start-ups.

Overview of the session.
The policy applies to SMEs operating in sectors such as manufacturing, processing, high-tech industries, digital industries, creative industries, and other key industries in Hanoi. It also covers start-up SMEs engaged in science, technology, innovation, and digital transformation. In addition, the policy applies to business consultants who assist SMEs, as well as relevant government agencies, organizations, and individuals.
Specifically, the Resolution provides full funding (100%) for training and capacity-building programs aimed at improving the quality of business consultants who support SMEs in Hanoi. The maximum support amount is VND 20 million (approximately US$790) per consultant per year.
The Resolution also provides full support (100%) for the value of in-depth consulting contracts for SMEs operating in manufacturing, processing, high-tech, digital, creative, and key industries. However, the maximum support is limited to VND300 million (approximately US$11,850) per enterprise per year.
For the establishment of innovative start-ups, the Resolution stipulates that SMEs engaged in science, technology, innovation, and digital transformation in Hanoi will receive support equal to 50% of the cost of renting equipment at technical facilities, incubators, co-working spaces, and start-up support organizations within the city. The total support amount must not exceed VND50 million (approximately US$1,975) per enterprise per year.

In addition, these start-ups are eligible for support covering 50% of the cost of renting office space at the same types of facilities, up to a maximum of VND10 million (approximately US$395) per month per enterprise.
The policy also supports 70% of the cost for participation in short-term, specialized training courses abroad in areas such as innovation, the application of science and technology, and artificial intelligence development. The maximum support is VND 100 million (approximately US$3,950) per trainee or enterprise per year.
The support duration defined in Clause 1 and Clause 2 of this Resolution must not exceed three years from the date of approval issued by the competent authority.
The Hanoi People's Council assigns the Hanoi People's Committee to detail the conditions, implementation procedures, and methods for each type of support; to provide guidance; and to ensure proper implementation of the Resolution in a transparent, efficient, and lawful manner, avoiding any waste or misuse.
This Resolution takes effect from January 1, 2026, and remains valid until December 31, 2030.
If any legal documents referenced in this Resolution are amended, supplemented, or replaced by other legal documents, the provisions in the new documents will apply accordingly.
