In his report at the conference, Nguyen Ngoc Tuong, Deputy Director of the Hanoi City Civil Construction Investment Project Management Board, revealed that the total planned budget for 2024 was US$213.9 million. As of December 31, 2024, the Board had disbursed $169.5 million, reaching 81% of the target. The Board aims to exceed 85% disbursement by January 31, 2025, in line with the budget allocated by the municipal government.

The Board collaborated with districts to expedite site clearance for major projects, including the Ring Road 1 (Hoang Cau - Voi Phuc segment), the Thang Long Boulevard extension connecting National Highway 21 to the Hanoi - Hoa Binh Expressway, and the grade-separated intersection between Ring Road 3.5 and Thang Long Boulevard.
In 2024, the Board undertook 31 projects. Of these, 11 were completed and handed over, 14 were under construction, 16 continued with construction and site clearance, and 5 were preparing for construction after resolving site clearance issues (scheduled for January and Q1 2025).

Among the seven key projects for 2021–2025, the Board initiated two projects in 2024: upgrading Hanoi Heart Hospital and constructing the grade-separated intersection between Ring Road 3.5 and Thang Long Boulevard (Hoai Duc District). Two projects were completed: Phase 1 of Hanoi Children's Hospital and the Hanoi Children's Palace.
For 2025, the Board plans to begin two projects: constructing the Le Hong Phong Training School for Cadres and developing the second campus of Hanoi Kidney Hospital. Additionally, it aims to complete the upgrade of the second campus of Hanoi Heart Hospital. The remaining four key projects are expected to be completed by 2026.
Speaking at the conference, Hanoi's Deputy Chairman of the People's Committee, Duong Duc Tuan, said that 2024 had been a challenging year for the Board and the city, requiring substantial efforts. The Board made significant contributions to the city's overall achievements, overcoming difficulties and achieving notable results, especially in the Ring Road 1 project, which saw considerable progress.
"The 11 completed projects in 2024, such as Hanoi Children's Hospital, the Van Ho Inter-agency Complex, and the Hanoi Children's Palace, reflect the persistence and dedication of the Board's leadership and workforce," said Deputy Chairman Tuan. "These projects have contributed to the city's socio-economic development, improving the quality of life, work, and education for Hanoi's residents."
However, he also pointed out existing challenges, including delays in some projects due to both objective and subjective factors, such as the slow progress of the Thang Long Boulevard extension. The disbursement rate was not as high as in 2023, and some long-standing unresolved projects still persisted.
Deputy Chairman Tuan stressed that 2025 would be a pivotal year, requiring the Board to accelerate progress and achieve key milestones. He urged the Board to propose effective solutions to address existing issues and work cohesively to fulfill assigned tasks.
"In 2025, the Board must continue as a core unit in developing Hanoi's infrastructure, focusing on accelerating key projects, particularly in healthcare, education, and transportation. This will require strong leadership and a concentrated effort to overcome past shortcomings," he stated.
He also emphasized the need for closer coordination with departments, agencies, and district authorities to resolve difficulties, particularly in site clearance.
Responding to the Deputy Chairman's directives, the Director of the Hanoi City Civil Construction Investment Project Management Board, Dong Phuoc An, affirmed the Board's commitment to meeting its 2025 objectives. The Board will proactively address shortcomings, enhance collaboration with relevant authorities, and improve staff training while mobilizing resources to complete critical projects.
"These efforts will contribute to the transformation of the capital city as it enters a new era," Director An concluded.
