Chairing the conference were Politburo Member, Secretary of the Hanoi Party Committee, and Head of the City's National Assembly Delegation Bui Thi Minh Hoai; Member of the Party Central Committee, Deputy Secretary of the Party Committee, and Chairman of the Hanoi People's Committee Tran Sy Thanh; Standing Deputy Secretary of the Party Committee Nguyen Van Phong; Deputy Secretary of the Party Committee, Chairman of the Hanoi People's Council, and Deputy Head of the City's National Assembly Delegation Nguyen Ngoc Tuan.

Attending the conference were members of the Standing Committee of the Party Committee; leaders of the Standing Committees of the People's Council, People's Committee, and the Vietnam Fatherland Front of Hanoi; notably, officials under the Party Committee's management who are scheduled to retire in 2025.
At the conference, Nguyen Cong Bang, Head of the Hanoi Emulation and Commendation Department, announced commendation decisions issued by both the central government and the city for individuals with outstanding achievements.
On June 27, 2025, the President issued a decision to award the Labor Order to three individuals who had demonstrated exceptional achievements in their work.
Specifically, the First-Class Labor Order was awarded to Comrade Nguyen Van Nam, former Secretary of the Hai Ba Trung District Party Committee and former Chairman of the District People's Council.
The Second-Class Labor Order was awarded to Comrades Le Thi Thu Hang, former Secretary of the Tay Ho District Party Committee and former Chairwoman of the District People's Council, and Nguyen Tien Minh, former Secretary of the Thuong Tin District Party Committee and former Chairman of the District People's Council. They received the decoration during the announcement and celebration ceremony for the district's upgraded new-style rural standards on June 28, 2024.
Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee, on behalf of the President, presented the Labor Orders to Nguyen Van Nam and Le Thi Thu Hang.
On June 13, 2025, the Prime Minister issued a decision to award Certificates of Merit to five individuals for their outstanding contributions to the cause of building socialism and defending the nation. The recipients included: Dinh Truong Tho, former Secretary of the Dong Da District Party Committee and former Chairman of the District People's Council; Nguyen Hoang Giap, former Vice Chairman of the Dong Da District People's Committee; Nguyen Thac Hung, former Vice Chairman of the Dan Phuong District People's Committee; Tran Cong Thanh, former Chairman of the Phu Xuyen District People's Council; Nguyen Luong Khai, former Chairman of the Inspection Committee of the Phu Xuyen District Party Committee.
On behalf of the Prime Minister, Chairman of the Hanoi People's Committee Tran Sy Thanh presented the Certificates of Merit to the five individuals.
In recognition of outstanding contributions to the streamlining of the administrative apparatus under Resolution No. 18-NQ/TW dated October 25, 2017, of the Sixth Plenary Session of the 12th Party Central Committee on "continuing to renovate and streamline the organizational structure of the political system for effective and efficient operation," and Resolution No. 60-NQ/TW dated April 12, 2025, of the 11th Plenary Session of the 13th Party Central Committee, the Standing Committee of the Party Committee issued commendation decisions on July 2 for the following individuals: Nguyen Tien Minh, former Secretary of the Thuong Tin District Party Committee; Nguyen Van Tho, former Secretary of the Quoc Oai District Party Committee; Le Thi Thu Hang, former Secretary of the Tay Ho District Party Committee; Nguyen Van Nam, former Secretary of the Hai Ba Trung District Party Committee; Hoang Minh Dung Tien, former Secretary of the District Party Committee; and Dinh Truong Tho, former Secretary of the Dong Da District Party Committee and former Chairman of the District People's Council.
Standing Deputy Secretary of the Party Committee Nguyen Van Phong and Chairman of the Hanoi People's Council Nguyen Ngoc Tuan presented the Certificates of Merit from the Standing Committee to the recipients.
Following this, the conference proceeded to the segment of presenting decisions to officials under the management of the Standing Committee of the Hanoi Party Committee who will retire early due to organizational restructuring and not meeting the age requirement for re-election in 2025.
Based on the officials’ requests, between February and June 2025, the Standing Committee of the Hanoi Party Committee issued 50 decisions, and the Hanoi People's Committee issued 25 decisions on early retirement due to organizational and administrative restructuring. Additionally, six officials are currently under review as part of the process for issuing retirement decisions.
Hanoi leaders presented the decisions and commemorative gifts to the officials in attendance.
Speaking at the conference, former Secretary of the Ba Dinh District Party Committee Hoang Minh Dung Tien expressed his heartfelt gratitude for the care, recognition, and meaningful encouragement extended by the Standing Committee of the Hanoi Party Committee to those retiring early due to restructuring and ineligibility for re-election in 2025.

He affirmed his pride in having served Hanoi and being a member of its Party Committee—an organization with a deep tradition, strong solidarity, and unity, devoted to serving the nation and the people.
Tien stated that Hanoi had successfully implemented the streamlining of its administrative apparatus, the restructuring of commune-level administrative units, and the organization of the two-tier local government system in a spirit of solidarity and with high effectiveness. These achievements form an important foundation for the capital to enter a new phase of national development and reflect the strong leadership of the Standing Committee, the Party Committee, the People's Council, and the People's Committee.
He emphasized that these results also demonstrate the city's meticulous and flexible preparation under challenging conditions, comparable to "organizing while operating."
Former Secretary of the Tay Ho District Party Committee Le Thi Thu Hang shared that throughout her more than 40 years of public service, including over 30 years closely associated with the capital, she had always carried a deep sense of pride in being a Hanoian and a Hanoi official. She remained consistently aware of her responsibility as a Party member within the Capital's Party Committee to be exemplary and to take the lead in implementing the Party’s key policies and orientations.
Hang believed that the city's new core commune and ward-level officials are qualified, well-trained, equipped with professional skills, and driven by a sense of discipline and commitment to public service. They will quickly adapt, identify tasks, and begin work with dedication, helping the new apparatus operate effectively.
Standing Deputy Secretary of the Party Committee Nguyen Van Phong stated that in recent days, along with other provinces and cities across the country, Hanoi's political system had organized and operated the two-tier local government model with promising initial results and smooth coordination. This marks a major milestone in administrative and structural reform under the Party and State's orientation.
He emphasized: "These achievements are not only the result of methodical and consistent direction from the central government down to the city but also a crystallization of consensus, responsibility, and patriotism among officials, especially those present today. Each comrade represents a story and an example of integrity, putting collective interests above personal ones, and voluntarily stepping aside to allow the next generation to advance."
On behalf of the city’s leadership, Standing Deputy Secretary Nguyen Van Phong expressed sincere gratitude and high appreciation for the responsibility, unity, support, and positive cooperation shown by the comrades throughout the implementation of this policy.
He noted that in the time ahead, the organization of Party Congresses at the commune level for the 2025–2030 term, progressing toward the 18th Party Congress of the city and the 14th National Party Congress—along with the operation of the two-tier local government model, would bring many new tasks for the city's Party Committee.
He expressed hope and belief that the exemplary conduct of the comrades present would serve as valuable inspiration for personnel preparation in the lead-up to the Congress. A strong organization, he emphasized, relies not only on the leadership of its head and the unity of the collective, but also on those who came before—those who lit the way, paved the path, and made silent sacrifices for long-term benefit.
That, he concluded, is the deepest meaning of “withdrawing not to end, but to begin a sustainable continuation.”
Phong called on the retired officials, with their experience, intelligence, deep understanding of local contexts, sectors, and accumulated passion, to continue sharing valuable insights and contributing to the sustainable development of the capital.
