The conference was chaired by Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People's Committee; Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee; and Nguyen Ngoc Tuan, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Council.

Overview of the meeting.
The participants at the meeting were updated on several important reports and initiatives, including the 2024 Party-building report and directions for 2025. They also reviewed the Party Committee's leadership and guidance in 2024, as well as the city's Party financial report for 2024, along with key tasks for 2025.
The Party Committee deliberated on the second draft of the political report for the 18th Hanoi Party Congress, which will cover the 2025-2030 term. Other topics include a summary of personnel work for the 2020-2025 tenure and a review of the implementation of Resolution 18-NQ/TW, issued by the 12th Central Party Committee on October 25, 2017, regarding the restructuring and streamlining of the political system for greater efficiency.
The meeting also assessed and ranked the performance of the Hanoi Party Committee for 2024.
Presenting the report on Party-building and political system development in 2024 and key tasks for 2025, Standing Member of the Party Committee and Head of the Organization Commission Vu Duc Bao noted that despite numerous challenges, including natural disasters, storms, and unpredictable climate change, the city's Party Committee and its affiliated organizations have closely followed directives from the central government, providing decisive leadership and achieving significant and comprehensive results.
Hanoi has successfully implemented several strategic initiatives, setting a solid foundation for the city's future development. Notable achievements include the passage of the 2024 Capital Law and the approval of two major city planning projects by the prime minister.
The capital’s economy is on a recovery path, with state budget revenues showing significant growth. The economic structure is transitioning towards greater sustainability, while business activities, urban management, and development are experiencing positive changes. Urban infrastructure is being effectively maintained, and advancements continue in the cultural and social sectors. Education quality remains stable, social welfare is assured, and national defense, political security, and public order are being upheld.
In addition, the city has taken proactive measures in disaster response, addressing the impacts of fires, storms, and floods. Hanoi's external relations and international integration efforts have also been effectively promoted.

Hanoi has been actively implementing Politburo Directive 35-CT/TW on Party Congresses at all levels leading up to the 14th National Party Congress. Additionally, it has focused on implementing Resolution 1286/NQ-UBTVQH15 on restructuring administrative units at the commune level between 2023 and 2025, as well as summarizing the execution of Resolution 18-NQ/TW from the 12th Party Central Committee.
Key Party activities, including propaganda efforts, organizational development, inspection and supervision, mass mobilization, internal affairs, and administrative management, have been carried out comprehensively and effectively. The city has also made significant strides in Party administrative reform and digital transformation within the political system, rolling out software for operational management and launching the integrated data center of the municipal Party Committee, which is beginning to meet information access and usage demands.
Presenting the second draft of the political report for the 18th Hanoi Party Congress, covering the 2025-2030 term, Standing Member of the Party Committee and Head of the Propaganda Commission, Nguyen Doan Toan, highlighted the exceptional importance of the congress.
Under the motto "Solidarity – Democracy – Discipline – Breakthrough – Development," the congress aims to chart a course for the Party Committee, government, armed forces, and the people of Hanoi. The goal is to build a clean, strong, and exemplary Party organization, fostering the spirit and aspirations for comprehensive and rapid progress, ultimately contributing to the country’s prosperity and happiness.
The congress will honor Hanoi’s thousand-year legacy, national unity, innovation, and international integration, while striving to develop a modern, civilized, and sustainable capital.
The proposed theme for the congress is "Harnessing the spirit of Thang Long – Hanoi, a thousand-year legacy of heroism; embracing integration, innovation, and breakthroughs for development; building a clean, strong, exemplary, and united Party Committee; striving for a civilized, modern, and prosperous capital, marching forward in the era of national resurgence."
The congress will also conduct a thorough review, assessing achievements, shortcomings, and limitations in executing the resolutions from the 17th Party Congress (2020-2025) across key areas of Party activities. Lessons learned from the past term will be drawn to guide future policies and strategies.
